In 1978 the state of California introduced it's then innovative energy efficiency standards. The standards established efficiency goals through material specifications and installation criteria for minimum insulation requirements, windows, lighting, ductwork, water heating, space heating and cooling, and appliances. Since then, many other states have modeled their energy efficiency programs after California's.
